WinPE on UFD to boot ATCA CP3020 Blade with Serial Console (no monitor)

My bootable WinPE 2.0 UFD (USB Flash Device) boots a CP3020 ATCA blade
with a video card and USB card.

When I attempt to boot the same UFD on a CP3020 ATCA blade with no
video card/no monitor/no keyboard, but instead with a serial console,
I get past the BIOS screen (via the serial console), but the "Windows
is loading files..." message never appears.

Is it possible to run WinPE without a GUI, without a monitor/video
card? Can it redirect to the serial console?

Are there some boot options I can tweak to account for a serial port
only?

I'd prefer to deploy with WinPE 2.0 and use command line Ghost
commands and not use PXE / WDS.
