AFAIK you *must* logon to the installation before you can issue most commands. If you are not being asked to select an installation your file system may be corrupt, or you may have changed the GPO setting that allows for administrative logon without password. There are a few commands that can be run without loging on to the installation, one of them being ckkdsk. Be warned that running chkdsk may lead to loss of data.

BUT in this version you will see C:\ and if I type cd widnows.... I get access denied... and if I type dir... it lists all files and folders...

You have to enter the number of the installation on which you want to logon then you will be asked for the password, from KB314058:


After you start the Windows Recovery Console, you receive the following message:
Microsoft Windows(R) Recovery Console

The Recovery Console provides system repair and recovery functionality.
Type EXIT to quit the Recovery Console and restart the computer.

1: C:\WINDOWS

Which Windows Installation would you like to log on to
(To cancel, press ENTER)?
After you enter the number for the appropriate Windows installation, Windows will then prompt you to enter the Administrator account password.
