I had to temporarily shelve this issue because of other more pressing issues.
I decided to try booting into safe mode again before I tried your suggestion.
I noticed that while booting in safe mode the server kinda hung on \App
Patch\drvmain.sdb.
I wonder if this is my issue. What is it used for? How can I fixed it?

/sos - show what drivers are loading
/basevideo - force 640x480 - 16col
/bootlog - log boot info
And do I need leave a blank line between the 1st 2 lines?

You may want to boot into the recovery console, then add the following to
the boot.ini file...

/bootlog - log boot info
You will see what drivers load, maybe the last one is causing a problem.
You can then reboot into the recovery console and check the
systemroot\Ntbtlog.txt file for further info.

drivers and stuff has been loaded, but for some reason the server is
stuck

a loading state. All I see is the Windows 2003 initial Logo and the

at the bottom, Windows never completely loads. I have tried booting

mode & last known good configuration, but I still get the same results.
Has anyone seen this before? Any ideas on how to fix this without doing
