I want to configure a VPN on the server as well as publish owa.
I have a router and than there server and there is no firewall

router and gets a new public ip address daily.

Does the server have multiple NICs being used? The way I understand your
response as far as no firewall between the server and router, is there are
possibly two NICs on the server, one connected internally and one connected
to the router. Can you elaborate? Is the router a NAT device? Is it your
ADSL router? Does it have capabilities to allow internal services? Please
elaborate as well as provide the vendor and type of router. Also stipulate
on the topology such as how many NICs does the server have, etc.

Instead of the website you're using, try using OEx (Outlook Express
or any other newsreader), and configure a news account, pointing to
news.microsoft.com. Anonymous access. It's free - no username or password
required nor do you need a Newsgroup Usenet account with your ISP. It
connects directly to the Microsoft Public Newsgroups. OEx allows you
