Acording to the SP install logs in our case, it was in the final stages when
it died (migrating patches). We did successfully reboot a few machines
without trouble and they reported that they were running SP1. However, they
were only a few steps away incase something didn't work. To avoid possible
futre problems, we then uninstalled SP1. Microsoft never confirmed or
denied the integrity of the SP install.

If we hadn't had immediate physical access to the machines, we would not
have tried rebooting. You'll have to make that call for yourself.

To provide some further details, our servers have about 95 or more hotfixes
installed (counting by the number of folders in the C:\Windows\$hf_mig$
folder) when the problem occurs and svcpack.log is reporting about 53 or more
of these as migrated. My testing was unable to establish definitive threshold
values as they varied slightly between the two different test systems,
however in each case there was a particular number of recent hotfixes that
needed to be uninstalled to fix the problem independent of which particular
hotfixes were uninstalled.
