FTP Site - Error 530 Home directory inaccessible



OK I give up.

I am setting up an FTP server, to be authenticated with user accounts. As
there are external users (our customers) I do not want to integrate with AD.
so this is what I did:

1) Set up each external FTP users as an account under Local User and Groups
2) Created a folder under FTPROOT that matches the local user account name
exactly
3) Set permissions on the folder so that the local user account has
read/write access.
4) Created an FTP site using ISOLATED USERS and set the appropriate home
directory to the FTPROOT directory. Used default settings for the other
choices.

The problem is that the FTP user can authenticate, but then gets the 530
inaccessible home directory error. I have double and triple checked
permissions but everything looks correct.

Where do I go from here? I am just looking to create a user (FTP_USER) which
will then be homed into an FTP_USER directory and no other access. Seems
simple enough!
