Turns out eliminating services was a lot easier than I expected.

In doing so I discovered the culprit was Shell Hardware Detection. MS
KB913630 describes the problem under WinXP, but not 2003. Ultimately,
I had to disable Shell Hardware Detection with MSCONFIG. Just setting
it to Manual in SERVICES.MSC doesn't do the job.

Microsoft didn't post a FIX for the problem, just a Workaround. Any
ideas on a fix?

yes, it could very well be that some process/service is taking CPU cycles
away when it is starting up.

you could start eliminating services by putting (one by one) non-system
services to manual starup, and test it

OK. I installed McAfee and Spybot. No viruses or malware.

Another thing that may indicate where the problem is: If I don't log
in immediately on reboot (i.e. I wait more than 10 minutes) when I do
log in the icons come up immediately. Does this indicate I have a
background process that is taking forever to load? Any idea how I can
determine what process it is (aside from trial and error with
msconfig)? Bootlog doesn't show time stamps on its entries, so I can't
tell from that.

I am setting up a Win2003 box to act as a web server. I haven't
installed much yet, but the computer is extremely slow to boot. I get
the logon screen pretty fast, then the wallpaper, but the icons take
about 10 minutes before they show up.

I checked the Event logs and didn't see any errors. I don't have a
virus checker installed yet.

AND
Install a anti-mallware scanner, with the latest definitions
AND
run full system scan with both




I ran a BootLog and nothing jumped out at
me. A bunch of fonts failed to load and I haven't tracked that down
yet, but I don't see any network problems.

Any ideas/
