I have a box Windows 2003 Standard acting as AD, DNS,DHCP with WINS. I
used NTbackup program with Dell's backup tape to backup the Data with
System State every day.
When the server is damaged by fire, I need to setup new hardware server,
the backup tape is it sufficient to restore ALL system to New Server
including user, computer, group policy and security with permission ??

In theory yes. You do need to be sure that your backup script is backing up
everything.
To restore (after say a fire) you will need: new server, tape drive, backup
tape and a copy of windows 2003 server. I've not yet had cause to do it, but
I believe you need to load windows 2003 server onto your hardware so you can
then restore from the tape. If you have a spare server (I don't) then test
the restore so you know what to do if you ever need to do it for real.
I've no idea what happens about windows activation - presumably when you do
a restore windows realises its on new hardware and so will require
re-activation? Presumably this requires a call to Microsoft - but it would
be nice if someone could shed some light on this.
It goes without saying, but do be sure to regularly cycle a copy of your
backup tape off site.
