i can not get w2k3sp1-standard to sync to a time server. i have tried

Is the Windows time service started?
What is in your event logs?
Are you using AD? If so, what is this server's role?
yes, the service is started. if i stop it and try to sync i get an error
about not being able to get the status of the last sync and something
else... so i presume it is running and operating properly.
well, i would have liked to quote the event log entries, but when i
opened it up it said the file was corrupt. if i remember from the last
time i checked a few days ago it was just giving periodic w32time message
about not being able to synchronize in some long period... following
links there didn't produce anything useful since it still doesn't work.
no, this is a stand alone workgroup file and print sharing, web server,
smtp, pop3, weather station, webcam, and probably a couple other
things... but no ad.
Is the problem still happening?

this is most perplexing. it seems like the server is not sending the udp
query out. i set up an xp-pro machine with a program that monitors a udp
port for an app i'm working on, and changed it to monitor port 123 after
stopping the local time service. when i use that machine as a target from 2
other machines(one w2k the other xp-media center) on the network i capture
the udp packet just fine... but not from the w2k3 server. i have again
tried various things on the server firewall, including turning it off for a
short period, and still no udp. i have tried using both the time gui and
w32tm /resync command... but, want to get more confused??? if i do w32tm
/stripchart to that computer the udp gets through, and when the time service
is running the stripchart works on the server. and using the server as a
target for a stripchart from another machine works also.
so what is different between /resync and /stripchart???
