certificate services

Hello, im trying to install on Windows 2003 server R2 x64 a certificate services. I need install too a IIS, to i can manage these sertificates. After installing IIS, and Certificate services http://myserver/certsrv must work. But im getting message 'Service Unavailable'. And error in event viewer:
