You can create your own database holding all your changes using Security
Configuration and Analysis MMC. Differences between local settings and
template settings are clearly marked. Once you have such database you can
import configuration to any computer.

and it will allow you to export the configuration
secedit /export
and import it to another computer
secedit /configure
You can find help on this by typing
secedit /?

Secedit /export only exports what's in the database, not what the
local security settings are.
