ISA is one complicated product, and this is really not the best group
for it (there are a number of ISA groups, 'staffed' with experts who
use ISA every day).
The external NIC does have the Internet IP address (which shoudl not
be a 'local' or 'private' address, but a true Internet IP.
The internal NIC has the local or private LAN addresses, usually it is
static (reservations work).
Rules in ISA cover what the NICs do, and how, and what passes and what
doesn't.
Be prepared for major issues and a very steep learning curve. I did
something similar to your setup, and it took weeks of work to get it
smooth and working. I was never happy with ISA overall, it is a bear
to manage (especially compared to my Cisco router/firewall).
