It looks like in this case your server can't resolve jac21797 IP address.

Can you use

w32tm /monitor /computers:<FQDN> or

w32tm /monitor /computers:<IP>

When I run net time I receive the following:
C:\>net time
Current time at \\CHIDC is 5/1/2006 10:55 AM
Local time (GMT-05:00) at \\CHIDC is 5/1/2006 9:55 AM
CHIDC is the small DC. Yes, this is the first in alphabetical order.
We are currently running in Windows 2000 native mode. We have 3 Win2k03
DCs and 3 Win2k DCs

Time synchronization goes like this:
- server holding PDC Emulator role synchronizes with reliable (external)
time source
- all domain controllers will synchronize their time with PDC Emulator
- clients can actually talk to any domain controller (usually the
nearest)

To check witch domain controller your server is talking to use

w32tm command with the following option

w32tm /monitor /computers:<name of your computer>

A question. If you run

net time

and the server that this command returns -- is it the alphabetically fist
name of all your domain controllers?

I have my master time server pulling time from the internet. This is
working fine.
When I type net time from a workstation it is referencing a Win2k03 DC
that is in a small remote site connected via a 128k frame.
The registry on my workstation is pointing for jstdc as the time server.
How do I get all workstation to point to jstdc (Win2k03)? This is also
the first server online, it is the Operations master of all.
