If you only have one domain, then you don't have two PDCs ;-). There can
only be one PDC per domain.

Again, yes NT BDC and Windows 2003 domain controller can co-exist in the
same environment (as long as you leave your domain and forest in mixed
mode). Windows 2003 domain controller will actually replicate users and
groups etc with NT BDC.
My advice would be to also plan removal of Windows NT from the network in
the near future...
