MS Fax manager in server 2003 enterprise edition

If I'm in the wrong place, please redirect me.

We're using a fax server product provided by a particular vendor. The vendor
specifies brooktrout fax boards managed by ms fax manager. What I want is to
be able to pool the fax lines on the brooktrout board so, if one is busy,
the call rolls over to the next.

Can that be managed by the brooktrout/ms fax manager combination? Or is the
pool really something that should be managed outside the fax system by our
phone switch, rather than the fax server system?
