Hi,
It is it not a problem to export and import the shares and keep backup of
all the files and folder with permission. But I do not know of any supported
way to export local groups and users and later import them back to Windows.

As far as files and folders go -- just make ntbackup to e.g. .bkf file. When
you restore them to rebuild server it will also restore permissions set to
these files and folders (while the problem with local groups and users will
remain)...
