POP3 connection issue - please help.

I am running Windows Server 2003 with Pop and smtp. I currently have nearly
600 messages in my accounts, but when outlook connects to the pop server, it
doesn't download the messages into outlook. It also doesn't give any error
messages. I have tried this with outlook running on the server and with
different clients on the network. None of the messages d/l..

Can someone please give me suggestions. I have been reading and trying
everything I can for the last week and nothing works.
