Terminal Server and Terminal Server License Server

Do I need to purchase a single 'user' license for myself to properly
setup and configure Terminal Services for Administration use?

I was told in the past that MS shipped it's server products with a
single lisence for this purpose. However after reading the following

  , I am not so sure...

Anyone familiar with TS please chime in and let me know, as I am new to
using it and would like to use the functionality since my network is
across a large campus area.
