SMTP/POP3 service not working! HELP!

The message I'm receiving:

"Unable to deliver message to the following recipients,
because the message was forwarded more than the maximum
allowed times. This could indicate a mail loop."

Then, as you read the attached txt file, it shows this:

"Reporting-MTA: dns;my.server.domain
Received-From-MTA: dns;my.server.domain
Arrival-Date: Thu, 9 Sep 2004 11:09:33 -0500

Final-Recipient: rfc822;user@domain.com
Action: failed
Status: 4.4.6"

What is this? And why does NOTHING send or receive?!
