I am aware of the process for Beta OS' but the original poster appeared to
be talking about the real product.
I must admit that I have only ever seen Evaluation software with the yellow
sticker on the back of the white paper CD slip case.
If the user has registered to download the Evaluation version of Windows
Server 2003 Enterprise Edition then they do get a key in an e-mail not on
the download page (I have just tested this process) - but this is not a
"temporary key" - it is the correct key for the Evaluation copy.
Maybe the original poster is using the Evaluation copy in which case he need
to buy a full retail copy of Enterprise Edition and do an upgrade
