Lost outbound access

Hello
I just installed widnows 2003 small business server in a small office. At first I didnt have any inbound conectivity like outlook web access, remote web workplace or could not retrieve email off of the server. It is running exchange. I believe all I did was use the internet connection wizard again and redo the internet connection settings. Everything started working ok. I could do retrieve my email from the web.
When I came onsite this morning I found that I had no outbound connectivity. I could not send email from any machine or to any machine from the outside world. When I pull up a browser all that comes up is the company web. No matter what I put in the address bar.
This client is about ready to fire me. I thought I would have no problem with server 2003 as I am very good at 2000 server. But this is making me look like an idiot. Which I guess I am when it comes to this
Is this a policy issue?
