You might need DOS drivers for your hard disk controller in order for FDISK
to work.

If you boot from your Win2003 CD and start a new installation, is your hard
disk recognized? If not, you would need a floppy with the correct hard disk
controller driver, and press F6 right after you boot from your CD.

You can start a new Win2003 installation, and when asked where to install
Win2003 just delete all partitions and then end the setup program to get a
free unformatted hard disk.
