can't reboot - shutdown

Hi,

We have a windows 2003 server (upgraded from Windows 2000). This is joint
to a Windows 2003 domain. One fine day no one of the users could make shut
down or restart, even the local administrator. When the dialogue box
appears it displays only the option to log off! In the event viewer we
cannot find any related events. The only thing that happened before such
situation is that when trying to accessing the shares it wasn't letting us
with an error that "There is no more space on disk" though there was space
on disk :\ Any help please?
