Which server version for web development?

I am trying to figure out which version of Server 2003 to get for a Web
Development shop.

Currently we are using Win2k Professional for lightweight IIS hosting.
The 10-simultaneous-connection limit isn't a problem, but we'd like to
be able to set up virtual hosts.

We need the ability to run programs besides IIS, e.g. MySQL and
ColdFusion, so we won't be able to use the Web version.

We need to be able to set up accounts for clients, so that their
development area is password-protected. There would probably be 100+
users defined.

We need to be able to set up virtual hosts.

We do not need exchange server, file sharing, printer sharing, directory
services, domain controller, terminal services, etc. Just Web and
FTP/SFTP access. I think this means we won't need any client access
licenses.

Do we need Small Business Server or Standard Server? Each of these has
several options -- which would meet our needs? Microsoft's site is so
confusing...
