a) Do you have IP address restrictions set in IIS? That may explain the
address not allowed error you are seeing (403.6 HTTP status). If you are
receiving some other kind of error, can you post the exact error message you
are seeing.
b) For your timeout error, does your ISP allow you to host a website on port
80? Some block that port. You could see if they block, say, port 81
