Object Picker error while adding user

When attempting to add any user to any group, I receive
the following message:
An error occurred attempting to create the Object Picker.
An error with no description has occurred.
I have checked the common causes of this and they are OK --
> The Remote Registry Service is started (and set to
automatic), there are less than 15 ips bound to the NIC,
and the registry key HKEY_CLASSES_ROOT\LDAP\Clsid is
present and has the correct value.
- The machine has Windows Server 2003 (standard edition)
newly installed -- no changes have been made, no programs
installed, etc.
- Active Directory is not installed.
- This machine is not connected to a network, nor is it a
member of a domain, etc -- it is merely a standalone
server with windows server 2003 installed.
I am not sure how to debug the object picker when
attempting to add a user to a group, nor do I have any
other ideas on what to try next. The next thing that I was
going to try (but do not want to), is to install active
directory and create a domain for the server and see if
this solves the problem.
Any help would be appreciated,
