Hello Andrew,
It could also be registry settings, which is why I asked about setting or
modifying any security settings.
Was Group Policy applied?
Were security templates applied?
I would like to see the setuplog.txt file(windows folder), the
setupapi.log(windows folder) file, the
dberr.log(\windows\security\logs\dberr.log)

I think the problem is with the registry, we cannot write to a key, running
sysprep might solve this issue. We should regenerate those keys during
sysprep.

|relevant wpa related files/folders are OK (set to Full,
|just in case).
