trouble with server 2000

I am trying to setup windows 2000 server as a radius
server. I am then try to access it with my username and
password, but when I try to get authenticated it just
comes back with a response saying "Access-Reject". Can
someone tell me how to get the right access message, I am
new to this stuff. Thanks.
