Root parameter is mandatory regardless whether the provider supports
multiple containers or just a single container. It is not possible to turn
off a mandatory root parameter to optional based on provider. In single
container providers (e.g. Variable), the root parameter is ignored.

One thing to note here: the new-drive cmdlet requires the -Root parameter.
You cannot omit it, whether it makes sense for the provider or not.
