How To Kill Processes Exceeding Specified Thresholds

Hi,
Currently, we have a massively underpowered front end "server" for our
Oracle portal setup. Whenever a user logs into the Oracle repository, a
particular process shows up for each user in the task manager (and stays
there until they log off the repository). Until we can finish migrating over
to a more powerful server, it would be helpful to have a way to automatically
kill the user processes (ifweb60.exe) that use over 45% of %CPU for more
than 1 minute. Does anyone have any idea how to script this? The front end
is running Windows 2000 Professional, btw.
