Using the command line tool rasdial.exe is maybe an option.
Example on using rasdial.exe from a VBScript:

Subject: Re: dial a connection
Newsgroups: microsoft.public.scripting.wsh

Rasphone.exe is is also an option (it's better than rasdial in some
ways, e.g. it can reconnect if the line drops)
