Program Initiation on IP change

Hello,
I am looking to see if there is a program or a place in the registry that I
can place a run command to kick off a program when the IP of the box changes.
I have a program that needs to run when there is a connection to a VPN
client. It needs to run right after Windows 2003 recognizes that there is an
IP change of the box. Any help would be greatly appreciated.
