delegating a script execution on workstations

Hello All,
I am running win2k3 with xp client stations. In one particular area I have
internet access via IE 6.0 disabled. I would like to create a script that
will remotely relogin (all workstations approx. 30) as a user that has
rights to IE 6.0. In other words I would like to centralize the process
instead of going to each machine and login as the user with appropriate
permissions.
Also, I would like to delegate this responsibilty to a staff member. What
particular rights would be needed for the user to remotely execute a script
that would log off and log on as different user.
Is this even possible?
