Microsoft's FTP site periodically goes down. There is nothing extra special
you have to do. If you cannot connect to it it is just down. When I say
down I do not mean broken. Sometimes it changes to a secure site requiring
username and password. They'll fix it in a few days.
He is connecting, then he gets bumped. Microsoft for some reason is blocking
at least some Verizon IPs., perhaps other ISP IPs too.
