Can windows handle this simple task? - Create user account thru command line-

I have it in a table such as :
Is there a way to create user account thru scripting/command-line?
Or this is too complicated for Windows to handle, therefore I have to do it
manually?

Username=GroupName=HomeDir=FirstName=Lastname=Description

e.g:

ruby=gem=c:\home\users\ruby=Ruby=Tuesday=Gem Expert

I have about 200 entries to create. THanks
