Thanks for the explanation Robbin. I actually had some time and restarted the server after doing some updates so all services were restarted. I appreciate your help.
As an aside, should I wait on Exchange 2007 SP2 since it seems like this is no minor upgrade.

Please take your time to run and update the "Computer Report" and see if the original issue persists.
As supplement of explanation to the Summary Report that monitoring WSUS, it's called "Windows SBS Manager" (DataCollectorSvc). This service will perform several tasks
for Update Services:
o It checks Active Directory every 5 minutes and synchronizes the machines with the group membership in WSUS (moves clients to client group, servers to server group).
Furthermore, it adds the proper permissions to the correct GPO for that machine to get the expected configuration. It will skip machines set on the exception group.
o It checks WSUS every 60 minutes and reviews the updates being reported as needed by machines in the network. Approves critical, security and update definitions
automatically.
So don't forget to restart the Windows SBS Manager service.
