I haven't dealt with OEM for SBS 2008 Premium, but I found this Andy:

If you purchased your server from an original equipment manufacturer (OEM),
your server may have been pre-activated. However, if you need to enter your
product key, the product key is provided on the Certificate of Authenticity
(COA) sticker on your server. For Windows SBS 2008 Standard, the physical
and virtual keys are both located on the COA. For Windows SBS 2008 Premium,
the physical keys are on the COA and virtual product keys along with keys
that are required for SQL Server are provided with the packaging materials
on a product key card.

Hi,
A while ago I bought the SBS 2008 Premium OEM software. I had started
setting up the new server, but got sidetracked. I'm now trying to
finish the installation, and Ill need to setup Sql Server 2008 for
Small Business (it also came with Sql Server 2005 Std?). The problem
is I don't seem to have any keys except the two for the SBS server and
the secondary Win2k8 server, which are affixed to the DVD case on the
outside.
Where are the other keys I'll need? Theres a card saying the Server
keys are located on the COA on the server, and the other keys should
be in the DVD case (looks like this card is intended for the end
user).
