I see a few errors. One is indicating it can't retrieve info about the System log. That may have been corrupted from the dirty shutdown. Is the System log full? I know you mentioned that there were no event log errors, but I'm somewhat surprised. Delete all the entries in the System log for a fresh dcdiag test (dcdiag pulls errors and other info from the log), increase the log file size of the System log propertiesin Event viewer.

Disable IPv6, restart the machine, disable AV, make sure you've made the excluded folders exceptions as I noted, disable IPv6, and then re-run the dcdiag /v /fix command. Let's see what that will bring.
