Does it have to be a 192.168.1.x address? Can it be a 172.18.1.x?
I have approval to change...the reason I ask is the 192.168.1.x is the Cisco Call Manager network...

SBS 2008 will not work in this configuration...
I'm surprised it could even be installed.....
There is no benefit to what the client is doing
I would simply explain to them, if they want access to the internet, the network accessing scheme needs to be revised.
Turn on DCHP on the server, set up a range of 192.168.3.10 - 192.168.3.250. Subnet Mask 255.255.255.0
Change the Server IP to 192.168.3.2 and Make the LAN side of the router, 192.168.3.1
Configure the WAN side of the router with any of the PUBLIC IPs assigned. Run the Fix my network wizard on the SBS server
Run the Connect to the Internet wizard and you should be all set.
