External Proxy Services via VPN

I am running SBS 2003 and would like to provide internet proxy service to
remote clients via VPN. I am using two NIC's, private and public which are
themselves behind independent routers on isolated networks and routers.
OWA is running well, so I know I can tunnel in. How do I set up the proxy
service to enable remote users to tunnel in and proxy through the server? I
am NOT running ISA, but can install it if necessary.
The SBS 2003 server is not providing DHCP services to local clients, nor is
it providing proxy service to local clients. A router currently handles that
for all of the users on the network.
The primary reason I am interested in providing this service to remote users
is that from other networks they are currently unable to access websites that
those providers are blocking. There is nothing ominous about this, the sites
being blocked are public personal webmail services. Another reason is to test
access to customer networks from somewhere outside their own networks.
