You should try to replace the file using recovery console, Start the system
normaly, on Operating System Selection Screen choose
Windows Server 2003 Recovery Console
If you cannot see this entry Recovery Console is not installed, so you have
to boot from installation media, and then choose Repair.
Please be aware that Recovery console uses Administrator Password that you
have provided during SBS installation
