This was the original issue. Work-arounds or/and best practises still leaves
the question or/and the resolution to the problem unsorted.
Well, if you implement the right solution, it won't matter, because you'll be resetting the POP3 service back to Disabled.
And your users will be a lot happier (relatively speaking) in the long-run.
I'd like to know why Outlook is unable to connect to the POP3 server and
would be much obliged if lights can be shed on the issue.
I have posted detailed investigative steps in my other response.
