Thank you for posting here.

According to your description, I understand that:

You cannot browse the RWW/OWA with the error "This program cannot display
the webpage".

If I have misunderstood the problem, please don't hesitate to let me know.

Please follow the steps below to narrow down the issue:

1. Can you access the sites other that the ones in Default Web Site? For
example, can you access the Companyweb?
2. Will the issue persists if you remove the certificate from the Default
Web Site?
3. Do you explicitly assign a IP address for the Default Web Site? Please
leave it as "All Unassigned" to check how it works.
4. Please make sure you have granted access for everyone in the Default Web
Site property--->Directory Security--->IP address and domain name
restriction.
