You should be able to fix this with the following - the first one is the hotfix, second is the related KB. However, please run the SBS BPA to make sure you're not missing anything else critical - it sounds like your predecessor may not have been giving that server all the attention it needs.

As I recall, that policy is actually added with one of the service packs, but it has been awhile since I had to upgrade a non-R2 with SP1/2 so I could be mistaken.
But don't forget that XP didn't get a real firewall until SP2, which was after Win2k3 (and SBS2k3) shipped. But yes, as I recall, the non R2 version of SBS also got this GP as part of an update. I don't recall which one, but I know I still manage non R2 boxes with that policy, so it came into play somewhere....

I am working with our second company's server lately (SBS 2003 NOT R2), mostly remotely, and today I had the need to RWW into one of the workstations to setup a backup routine for a few files kept on the workstation. While I was in there, since I don't get to do this very often, I was poking around and taking various notes about the setup and the hardware, I opened up the security center, and notice that the windows firewall was turned off via group policy. When I got out of the workstation, I looked at the group policy management console, and compared it to our SBS 2003 R2 group policy. I noticed that the "Small Business Server Windows Firewall" entry was not listed as it is for our R2 server.
Is this normal for the non R2 version, or did someone delete it?
This server was set up by someone before I was working here, and he did some real stupid stuff, most of which I have corrected. I hope this isn't one of those things.
I think I would feel a little better about things if the workstations firewalls were turned on, but I know very little about group policy.
