Veering wildly off topic, here's my advice: Do not let users sync a
shared folder via offline files. This is a recipe for disaster. You
will run into conflicts with version/date. The only folder you
should make available offline is the user's individual folder.
Offline files are a great idea but I have seen far too many people
lose data to recommend them - even without opening up this can of
worms (the shared folder).

Get a Terminal Services box or let users connect to their desktops
via RWW - or use Sharepoint for these files.

1: when synchronising this folder for the first time the routine
will finish without erros and stating the synchronisation is
complete. Checking the offline files folder however, only a third
of the files have been synchronised, the rest is not offline
available. Rerunning the synchronisation will add more files to the
list. To perform a full sync it may take up to maybe 25 attempts.
Question: Why?

2: Once synchronised and reconnecting to the server through the
local network in general all data is synchronised OK. However,
connecting remotely through a VPN link the quality of
synchronisation is very irratical. No error messages, but when
checking files users frequently complain that some files have not
been synchronised while others have. It appears to be completely
random.

Can anyone help?
