ICS is for simple internet sharing between PCs where one has 'direct' access to the 'net and others don't.
In a 2 NIC SBS03 Standard the 'role' performed by ICS is replaced with RRAS NAT, which is configured by the CEICW.
Though the RRAS NAT configuration is quite simple and less constrictive than, say, ISA it does have advantages.
I will mention (for Leythos :-) that RRAS NAT is actually quite configurable. RRAS NAT is simplistically configured on SBS but 'knowledgable people' can do all sorts of tricky things with it. (I'm only moderatley knowledgable :-), I much prefer ISA)

Thanks for your reply Steve. Are you saying there are two firewalls in
Standard, one in ICS and the one CEICW is configuring? Is there any way to
manage the one CEICW is configuring (allow/block exceptions etc)?

Sharing the BPA is referring to is different than the firewall that the
CEICW is configuring. The ICS service on a SBS 2003 box should always be
disabled just as the BPA is indicating to you.
