One of my customers actually has a LOB app which has a piece called the QB server and it enables data exchange between QB and the LOB app. Both QB and the app also have to be installed on the server (they don't have to be running, so no license is consumed)

I don't believe I've seen that recommendation for the file server. When
you're running the installer, there are two options - full and file server.
IMO, installing the full application on the SBS is asking for trouble ;-).
