I think I may have accidentally hit accept this answer, that was in error.
They are using Windows Mobile devices, I have tried to talk them into using
Activesync but for some reason they don't want to. No reason to it but I'm
done trying to convince them.
I'm just using Outlook Express to test, the same errors also occur on my
Palm device. In addition, they're copier used to be able to email scanned
documents but after we made this change it will no longer send. I believe
it's all the same issue.

1. Why are users using POP3 at all? Much better options are OWA or Outlook over HTTP

If the client (Outlook Express) is set for smtp authentication then they just
keep getting prompted for password. If authentication is not checked then:

This address is not blocked, in fact is on their spam filter's whitelist. I
have tried disabling the spam filter, no luck.
I will enable logging and see if anything shows up.
