Thanks for your post.

From your description, I understand the issue is:

Error message " #4.4.7. Could not deliver the message in the time limit
specified. " is received when you are trying to send a meeting request to
external users. However, regular external email flow is fine for various
different mail systems, including Exchange server.

If I have misunderstood your concerns please feel free to let me know.

First, I would like to know that:

1. Are you using SBS 2003 with Exchange server 2003?
2. If so, are the remote mail server are Exchange server 2007?

Based on experience and research, this issue may occur if some network
configuration is incorrect in System Registry key or Exchange server 2003
is required for a related hotfix. Please consider the following steps to
troubleshoot it:

Step 1: Install hotfix 938650 and create the FixRecipientTrackStatusTime
register entry to enable the hotfix

A meeting update message or a meeting cancellation message from an Exchange
2003 user is not delivered to an Exchange 2007 user

Note, This hotfix is scheduled to be included with Microsoft Exchange
Server 2003 Service Pack 3.


Step 2: Use Queue Viewer to troubleshoot mail flow

Please check if and which queue the meeting request messages are stuck. To
do this, following the steps below:

To open Queue Viewer, follow these steps:
1. Click Start, point to Programs, point to Microsoft Exchange, and then
click System Manager.
2. Expand the Servers container. The Servers container may be located under
the Administrative Groups container, depending on the options that are
enabled on your server.
3. Expand the server that contains the queues that you want to view.
4. Click Queues to start Queue Viewer.

Please check what queue contains many emails and is in Retry status. You
can update review each queue and perform actions on messages that are
queued by following these steps:
1. Click the queue that contains the messages that you want to control.
2. Right-click the queue, and then click Find Messages.

Regarding queues name and its troubleshooting, please refer to Queues part

If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:

level of diagnostic logging for various categories.

1. Check event viewer for related information, please help save
Application to *.evt and send to me at v-robmen@xxxxxxxxxxxxx .
2. If possible, please capture some screenshot when the error messages
appear and send them to me : v-robmen@xxxxxxxxxxxxx
