Well the problem is fixed.....
You won't believe what was causing it (or maybe you will..)
When Steve mentioned about ISA 2004 causing DHCP connection problems,
it hit me that I had just recently created an access rule in the
Firewall policy to block access to myspace.com. Although I fail to
see why it would have been related experience told me to deleting that
change and see what happened. Sure enough after I deleted that rule
and reset the adapter to get it's own IP address it established
connections without problems.
Now I just have to find another way to block myspace.com

With the NIC configured to obtain it's own address renew times out
while waiting for the DHCP server. One thing I did notice is on the
vista machine when trying to ipconfig /release *Local* or any
variation of ipconfig /release I get a message stating "The requested
operation requires elevation". Which sounds like it is not releasing
correctly, but the XP laptop does't get such a message when release /
renew and it cant contact the DHCP server either.
From looking at DHCP on the server it says it is running,,,,,

Actually one of the first things I did was eliminate the cable/switch
by swapping with a working client.
When I tried the ipconfig release and renew on the Vista client I got
a message back saying somthing to the effect that it couldn't contact
the DHCP server.
I decided to take a risk and try the same thing on my working XP
laptop. Same problem occured. The XP laptop now exhibited the same
symptoms as the Vista laptop.
My theory is that the 'lease' on the IP address for the Vista laptop
expired during the time it was off the SBS network.
Next step was I manually configured each to the IP address I knew it
was supposed to be. Both clients now connected to the SBS network,
but it I reset the adaptors to obtain an IP address they both revert
to not being able to obtain their correct IP address.
So now I guess now with your help I need to find out what might by
going on with the DHCP server....

I've disabled the wireless adapter. As for the "tunnel adaptors"
those are new to me and I am not sure how or where to disable them. I
tried doing a search to see how and I guess it depends on what created
them. In the case of this client and what I've read about them, they
have something to do with the VPN. If that is the case do I want to
remove them since the VPN portion is working?

Here is the ipconfig from the Vista client that won't connect. Also
I
did check to make sure the network card was working by plugging it
straight into the dsl modem/router that the SBS server is connected
to
and it established a network connection with it without any issues.
I
am also going to paste a copy of the ipconfig from a working xp pro
client.
